Hard for even the President to minimize an issue that's already irrelevant from the start.
The Birther issue was a non-starter from the word go. It's appropriate for the President to make light of it, since the whole country is already laughing at Birthers anyways.
The number of Birthers (even a small minority compared to the tea baggers, who are a minority to begin with)are so small as to qualify as a "fringe".
Most people are smart enough to know that when one says "the whole country", that automatically takes into account any insignificant numbers of a fringe element.
It's like when you say "the whole country knows the Earth is a sphere". Yes there is a small fringe element of "flat Earthers`who don`t believe that, but they are insignificant enough not to be worth mentioning.
But then, maybe you`re not smart enough to realize that a fringe element is insignificant tin the broad scheme of things. You`re a Birther, after all, and intelligence is not really your style.
Why do the "witches of the world" think this issue is irrelevant? Is the constitution irrelevant? Sure it is for a majority of people, but legally there is a difference between the legitimacy and actions of a dejure vs. a defacto president. I for one don't believe that the actions of a defacto president are lawful, maybe because I am a dejure citizen! Laugh all you want, but in the history books, Obama is going to be a mere footnote, the real president will be the next one.
A whopping 58 percent of Republicans either think Barack Obama wasn't born in the US (28 percent) or aren't sure (30 percent). That's hardly an "insignificant" number:
A wild and varied career - Programmer for 35++yrs, Teacher, photographer, now living in Texas. Worked on post-Katrina construction in the Big Easy, National Officer for a veteran's organization, politically active, a California newspaper called me an iconoclast. My interest in the law brought me to the ancient writ of Quo Warranto, where I had a chance to digitize High's and Bailey's. In the meantime, my friends and I discovered massive corruption in California, including felonies by Judges and others. Long story short, exit stage right!

Perhaps "Witches" are laughing, but I (and a significant number of TEA Party members are not laughing). Who are you counting as "the whole country"?
